Honesty is the best policy, a man who acts on that motive is not an honest man,’ wrote Archbishop Whately two centuries ago. If we deal with someone for whom honesty is the best policy, we can never be sure that this is not the occasion on which, perhaps after many years, will conclude that honesty is no longer the best policy. We do better to rely on people who are honest by character rather than honest by choice, because character is enduring and predictable, but policies are not. Marks and Spencer enjoyed exceptional loyalty from its staff for similar reasons.
