The best leaders realize that their people are wise, that they do not need to be coerced into alignment through yearly goal setting. These leaders strive instead to bring to life for their people the meaning and purpose of their work, the missions and contributions and methods that truly matter. These leaders know that in a team infused with such meaning, each person will be smart enough and driven enough to set goals voluntarily that manifest that meaning. It is shared meaning that creates alignment, and this alignment is emergent, not coerced. Whereas cascaded goals are a control mechanism, cascaded meaning is a release mechanism.

All this becomes doubly important when people have to change behavior, habits, or attitudes if a decision is to become effective action. Here one has to make sure not only that responsibility for the action is clearly assigned and that the people responsible are capable of doing the needful. One has to make sure that their measurements, their standards for accomplishment, and their incentives are changed simultaneously. Otherwise, the people will get caught in a paralyzing internal emotional conflict.

If the greatest rewards are given for behavior contrary to that which the new course of action requires, then everyone will conclude that this contrary behavior is what the people at the top really want and are going to reward.

Not everyone can do what Vail did and build the execution of his decisions into the decision itself. But everyone can think what action commitments a specific decision requires, what work assignments follow from it, and what people are available to carry it out.

The lesson, and perhaps the irony, of Tsedal and Sebastian’s study is that executives who deferred to subordinates moved up the pecking order faster than those who refused to bend to their underlings’ will and wisdom: Leaders were granted more power because they gave it away. Yet deference and “flattening” the hierarchy aren’t always the right moves. The University of Michigan’s Lindy Greer shows that the best leaders are adept at “flexing” the hierarchy.
